
Polish Foreign Minister Radoslaw Sikorski has stated that European support alone will allow Ukraine to continue fighting through the end of 2025, as the U.S. threatens to cut aid.
"Ukraine currently has 110 brigades in its armed forces, produced 1.5 million drones last year, and is set to manufacture 4.5 million drones this year," Sikorski said in a February 23 interview with CNN. He made the remarks when asked whether Ukraine could survive without NATO or EU security guarantees and whether Europe could provide such assurances.
Sikorski noted that Ukraine's military capabilities have been proven on the battlefield, despite initial expectations that Russia would swiftly overpower Ukraine when the war began.
"If someone had asked me three years ago where Ukraine and Russia would be in this war today, I don't think any of us would have predicted that Russia would control only 20% of Ukraine’s territory," Sikorski said. "Ukraine can continue fighting with just European support through the end of this year, and I believe Russian President Vladimir Putin must take that into account."
Security Guarantees and the U.S. Position
When asked about his recent meeting with U.S. Secretary of State Marco Rubio and whether Ukraine could still count on Washington’s security guarantees, Sikorski pointed out that Ukraine already had security assurances under the 1994 Budapest Memorandum.
Under that agreement, Ukraine gave up the world’s third-largest nuclear arsenal in exchange for security guarantees from major powers, including Russia. Additionally, Ukraine signed a border treaty with Russia to ensure territorial integrity, but those commitments were not upheld.
Sikorski emphasized that Ukraine’s greatest security guarantee is its own military, which numbers nearly one million troops. "If we want lasting peace, it must be a peace that both sides can accept—but most importantly, the side that was attacked must be protected," he said.
War Enters Third Year as U.S. Debates Further Aid
The war between Russia and Ukraine has entered its third year with no sign of a resolution, though some negotiation efforts are reportedly underway between the U.S. and Russia.
U.S. President Donald Trump has repeatedly criticized Ukraine, blaming Kyiv for starting and prolonging the conflict while threatening to cut military aid.
Over the past three years, the U.S. has been Ukraine's largest supporter, committing $175 billion in total aid. However, Ukraine has directly received $106 billion, including $69.8 billion in military aid, $33.3 billion in financial assistance, and $2.8 billion in humanitarian aid. The remainder has been used for related U.S. operations and regional support.
Europe Steps Up as a Key Backer
The European Union is the second-largest supporter of Ukraine. According to the European External Action Service (EEAS), the EU and its member states have provided $49.4 billion in military aid and trained approximately 70,000 Ukrainian soldiers.
Earlier this month, EU High Representative for Foreign Affairs Kaja Kallas stated that Europe is prepared to take the lead in supporting Ukraine if the U.S. reduces its involvement.
