
Europe Divided on Sending Troops to Ukraine, Macron Says
French President Emmanuel Macron said Wednesday that only a handful of Ukraine’s European allies support deploying troops to the country as part of a potential peace agreement with Russia, underscoring divisions within the continent over the issue.
Speaking at a press conference after a summit of European leaders, Macron confirmed that "not all European partners agree" with the idea of sending troops into Ukraine. “Only a few are willing to consider such a step,” he said.
France and the UK are reportedly leading the push to send a "security force" to Ukraine in the event of a peace deal, and both plan to send delegations to Kyiv in the coming days to discuss the proposal further. Macron emphasized that full consensus among European nations is not required to move forward.
However, several European countries remain opposed. Italian Prime Minister Giorgia Meloni stated that Italy has "no plans to send troops into any ground combat mission." Czech Prime Minister Petr Fiala also pushed back, saying it’s "too early" to consider troop deployment without knowing the details of a ceasefire agreement.
Macron clarified that the proposed “security force” is not intended to act as a peacekeeping mission, front-line combat unit, or replacement for Ukrainian forces. Instead, it would aim to provide support under specific conditions laid out in any future peace framework.
The French president acknowledged that European consensus is lacking in part because some countries "lack the military capabilities," while others are concerned about the political risks.
Ukraine has not officially commented on the proposal. Meanwhile, Russia’s Foreign Ministry accused France and the UK of planning a military intervention in Ukraine under the guise of a peacekeeping mission and warned it could lead to direct military confrontation with NATO.
