France and Germany to Launch Joint Security and Defense Council Amid European Push for Stronger Defense

French President Emmanuel Macron announced on May 7 that France and Germany will establish a joint Security and Defense Council, part of a broader push by European leaders to strengthen the continent’s military capabilities in the face of growing security challenges.

“We will create a Franco-German Security and Defense Council that will meet regularly to coordinate responses to our shared strategic challenges,” Macron said during a joint press conference with newly sworn-in German Chancellor Friedrich Merz at the Élysée Palace in Paris.

The announcement comes amid ongoing concerns over Russia’s war in Ukraine and growing doubts about Washington’s long-term security commitment to Europe under President Donald Trump.

Chancellor Merz, who took office on May 6 and is making Paris his first official foreign visit, affirmed his support for deeper European cooperation and a strong transatlantic alliance. “We are committed to taking joint steps to bolster Europe's security and defense capabilities,” he said.

France and the UK have been leading discussions within a 30-nation coalition informally dubbed the “coalition of the willing,” focused on the potential deployment of troops to enforce any future ceasefire agreement in Ukraine.

When asked on May 6 about Germany’s role in shaping potential peace talks between Kyiv and Moscow, Merz said Berlin would engage in “intensive consultations” with France and the United Kingdom, and ideally include Poland as well. Following his Paris visit, Chancellor Merz is scheduled to travel to Warsaw.

The formation of a bilateral defense council marks a new chapter in Franco-German cooperation at a time when European nations are increasingly looking to assert strategic autonomy amid shifting global alliances.
