Most Americans Say Trump Is Doing a Better Job Than Biden, Poll Finds

A new Harvard CAPS-Harris Poll released March 31 shows that a majority of U.S. voters believe President Donald Trump is outperforming his predecessor, Joe Biden, just over two months into his second term.

According to the survey, 54% of respondents said Trump is doing a better job as president compared to Biden. That number, while still a majority, is down from 58% in the previous month’s poll. Meanwhile, Trump’s overall job approval stands at 49%, down slightly from 52% in February, with 46% disapproving of his performance.

The poll also found that Trump remains more personally favorable than Biden. Forty-seven percent of voters said they like Trump, compared to just 39% for Biden.

“Trump’s approval remains notably stronger than Biden’s, even with some modest drop in support this month,” said Mark Penn, co-director of the poll. “We’ll need to see next month’s numbers to determine if this is a trend or just a fluctuation within the margin of error.”

Trump’s approval slipped on more than half of the key issues polled, including the economy and foreign policy. He continues to receive his strongest marks on immigration, though approval on that issue dipped slightly from 56% to 53%.

Despite beginning his second term with the highest approval ratings of his presidency, the latest numbers suggest Trump may be losing momentum. Forty-two percent of voters now say he’s performing worse than expected—up 7 points from February. Meanwhile, 30% say he’s doing better than expected, and 27% feel he’s performing about as expected.

The survey also highlights the mixed reception to Trump’s policies: while his hardline stance on immigration has broad support, his economic agenda—including tariffs, stock market fluctuations, and efforts to shrink the size of government—has sparked growing debate.

A separate Gallup poll last week found Trump’s average approval rating over the past three months is 45%, slightly above the 42% he held during the same period in his first term. However, Gallup also noted a small but steady decline in monthly support since Trump was sworn in for a second term in January.

The Harvard CAPS-Harris survey was conducted March 26–27 among 2,746 registered voters and has a margin of error of ±1.9 percentage points.
