North Korea claims these drills are a provocative preemptive strike and that the U.S. is fueling Seoul's hostility by supporting leaflet drops and deploying strategic assets. Pyongyang warned that the U.S. would be fully responsible if tensions escalate. Australia is also participating in the exercise.
Tensions have risen in recent months as North Korea increases weapons tests, while South Korea responds with more joint drills with the U.S. North Korea recently blew up inter-Korean communication routes and accused South Korean drones of spreading leaflets over Pyongyang. Kim Jong-un has labeled South Korea a "hostile nation" and justified cutting ties to end a "toxic relationship" between the two Koreas, which are still technically at war since the 1950-1953 conflict ended with an armistice, not a peace treaty.
