President Trump Signs Executive Order to Lift U.S. Sanctions on Syria

In a major foreign policy shift, President Donald Trump signed an executive order on June 30 lifting long-standing U.S. sanctions against Syria, signaling the first step toward restoring diplomatic and economic ties with the country.

The order officially ends the national emergency status declared in 2004, which had served as the legal foundation for wide-ranging sanctions targeting the Syrian government, including its central bank.

According to the White House, the decision comes in response to what it described as “positive developments” under Syria’s interim president, Ahmed al-Sharaa, including sweeping reforms aimed at improving government transparency and promoting systemic renewal.

“The United States is committed to supporting a stable, unified Syria that lives in peace—internally and with its neighbors,” Trump stated. “A Syria that rejects terrorism and protects its religious and ethnic minorities will contribute to greater security and prosperity across the region.”

Following the executive order, the U.S. Treasury Department announced the removal of 518 individuals and entities from its sanctions list. However, sanctions remain in place against several figures from Syria’s previous regime, including former president Bashar al-Assad.

Brad Smith, a senior Treasury official overseeing sanctions, said the move would help “end Syria’s isolation from the international financial system and lay the groundwork for global trade and investment—both from neighboring countries and the United States.”

Trump had hinted at the policy change during a Middle East tour in May, following diplomatic engagement led by Saudi Arabia and Turkey.

Analysts say the move could open the door for Syria to rejoin the global economy after nearly two decades of Western isolation. Syrian Foreign Minister Assaad al-Shibani called June 30 a “historic turning point” for the nation.

He emphasized that U.S. sanctions had been one of the biggest obstacles to Syria’s post-war recovery, economic reconstruction, and long-term development. The decision, he added, could also pave the way for millions of Syrian refugees abroad to “return home with dignity.”

Some members of Trump’s administration believe the sanctions rollback may also encourage Israel to deepen dialogue with Syria. Over the weekend, several Middle Eastern media outlets reported that Syria and Israel had begun preliminary talks aimed at a peace deal and normalization, modeled after the U.S.-brokered Abraham Accords.

Despite the easing of economic sanctions, Syria remains on the U.S. list of state sponsors of terrorism—a designation that continues to worry international investors due to potential legal risks. American officials have cautioned that removing Syria from that list will take time and depend on measurable progress in human rights and minority protections.
