Russia Responds to U.S. Proposal for 30-Day Ceasefire

A senior Russian official has dismissed the idea that the United States can dictate terms for a ceasefire, insisting that any agreement must be shaped by Moscow, not Washington.

"Russia is maintaining its military momentum, so our position is different. Any agreements and concessions will be set by us, not the U.S. This is not boasting—it's a fact. Real agreements are being written on the battlefield, and Washington needs to understand that," said Konstantin Kosachev, Deputy Chairman of Russia’s Federation Council, on March 11.

He also stressed that external interference should not disrupt ongoing Russia-U.S. talks and that space must be allowed for meaningful negotiations.

Moscow Rejects External Influence

Russian Foreign Ministry spokesperson Maria Zakharova later reinforced Moscow’s stance, stating that Russia alone will determine the course of the conflict.

"No agreements or initiatives made abroad will dictate Russia’s position. This must be decided within Russia itself," she said.

This marks Russia’s first official response since U.S. and Ukrainian delegations met in Saudi Arabia, where Ukraine formally accepted a preliminary ceasefire plan proposed by Washington. The 30-day ceasefire would take effect as soon as Russia agrees and could be extended.

As part of the joint U.S.-Ukraine statement, Washington agreed to immediately resume military aid and intelligence sharing with Kyiv. The two sides also committed to finalizing a "comprehensive agreement on Ukraine’s critical mineral resources."

Next Steps in Ceasefire Talks

U.S. Secretary of State Marco Rubio confirmed that Washington will send the peace proposal to Moscow through multiple channels. Meanwhile, National Security Advisor Mike Waltz is scheduled to meet his Russian counterpart in the coming days, and U.S. envoy Steve Witkoff is planning a direct visit to Moscow for talks with President Vladimir Putin.

President Donald Trump has also stated that he may speak with Putin this week.

Ukrainian President Volodymyr Zelensky, who was not involved in the Saudi Arabia negotiations, later outlined Ukraine’s three key conditions for the first phase of peace talks:
? Aerial and naval ceasefire
? Exchange of prisoners
? Return of Ukrainian children taken to Russia

"We see this as a positive step and are ready to move forward. But the U.S. must ensure Russia follows through. Once the agreement takes effect, we will use this time to work with our partners on a lasting peace and long-term security framework," Zelensky stated.

Russia Maintains Military Momentum

While diplomatic talks continue, Russia has reported battlefield gains.

On March 11, Russia’s Defense Ministry announced that its forces had retaken 13 settlements and regained control over 100 square kilometers in Kursk province, as part of an ongoing counteroffensive. Russian troops reportedly reclaimed 12 villages near the town of Sudzha, the largest urban center Ukraine had captured in the region.

Ukrainian forces appear to be withdrawing from Kursk under mounting Russian pressure, while Russian troops in Donbas are also advancing. Moscow’s forces are now attempting to encircle the strategic stronghold of Pokrovsk in Donetsk province.
