The Pennsylvania governor is skeptical of billionaire Elon Musk's promise to give voters $1 million per day, calling it "dark money" that needs to be investigated.
“There are serious questions about how Elon Musk is spending his money in this year’s presidential race, about dark money not only flowing into Pennsylvania but directly into voters’ pockets. This is very concerning,” Pennsylvania Governor Josh Shapiro said on NBC on October 20.
His comments referred to Musk's pledge to reward $1 million daily to those who sign a petition supporting the U.S. Constitution. Shapiro didn’t directly comment on whether this idea violated election laws but said, "Law enforcement needs to investigate."
On October 19, Musk announced he would randomly reward $1 million to a signer of a petition launched by America PAC, a political action committee he supports. The petition promotes the First and Second Amendments, advocating for free speech and gun ownership rights.
To be eligible for the reward, signees must be registered voters in one of seven battleground states: Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania, and Wisconsin.
In the past two days, Musk has awarded the promised money twice: once to John Dreher at a Trump rally in Harrisburg, Pennsylvania, and another time to a woman attending a campaign event in Pittsburgh.
In Pennsylvania, besides the $1 million prize, each voter who signs the petition receives $100, with an additional $100 for referring another voter, until October 21.
Richard Hasen, an election law expert at UCLA, pointed out that this is essentially a lottery for registered voters, which amounts to inducement or financial reward for voting—both illegal under federal law.
