Trump 'Wants European Troops to Monitor Ceasefire in Ukraine'

A U.S. newspaper reports that Donald Trump wants European countries to deploy troops to Ukraine to oversee a ceasefire agreement between Kyiv and Moscow.

The Wall Street Journal reported on December 12, citing unnamed officials familiar with the matter, that U.S. President-elect Donald Trump has stated he does not support Ukraine joining NATO but wants Kyiv to be "strong and fully armed" after the conflict in the country ends.

The remarks were reportedly made during a meeting with French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky in Paris on December 7.

Trump argued that Europe should take the lead in protecting and supporting Ukraine and proposed that "European troops be present in the country" to monitor a ceasefire if Kyiv and Moscow reach an agreement. The U.S. President-elect did not rule out Washington supporting such an initiative but emphasized that U.S. troops would not be sent to Ukraine, according to the officials.

He also called on European nations to intensify efforts to pressure China into influencing Russia to end the Ukraine conflict. Leaders also discussed the possibility of using tariffs as a bargaining tool if China refuses to comply. Neither Trump nor Ukrainian officials have commented on the report.

On December 9, President Zelensky reiterated the idea of deploying European troops to Ukraine, originally proposed by Macron in February. He suggested that the proposal could be revisited, as it might help ensure Ukraine’s security. Macron had not specified the conditions for implementing the idea at the time.

According to unnamed officials, discussions about deploying European troops to Ukraine remain in the early stages, with many unresolved questions, including which countries would participate, the size of the force, the role of the U.S., and whether Russia would accept a ceasefire conditional on NATO troops being present in Ukraine.

Nonetheless, the idea has made some progress. Initially limited to secret talks between France and the UK, the discussions have expanded to involve Trump, Zelensky, and European leaders considering the possibility of deploying troops to Ukraine.

The officials emphasized that any European troops deployed to Ukraine would serve in peacekeeping or ceasefire-monitoring capacities and would not be part of NATO operations.

The Biden administration, numerous European nations, and Trump himself have all expressed a desire to avoid direct confrontation between NATO troops and Russian forces, fearing it could escalate into a global conflict.

Germany, NATO, and several other nations initially opposed Macron’s proposal to deploy European troops to Ukraine. However, Trump’s push for a ceasefire agreement has rekindled discussions, according to the Wall Street Journal. Still, there are lingering doubts about the idea. European officials appear concerned that their forces in Ukraine could end up facing Russian troops directly.

French officials have also stated that some level of U.S. support would be necessary to realize this proposal. However, it remains unclear whether Trump’s administration would agree. It is also uncertain which European nations have the capacity to deploy forces to Ukraine or the political backing at home to do so.

Russia is likely to react strongly to any plan allowing NATO troops in Ukraine. Earlier this year, Russian President Vladimir Putin warned that European discussions about deploying troops to Ukraine "pose a genuine threat of nuclear conflict."
