President Donald Trump has frozen U.S. aid to South Africa, citing concerns over a new land reform law that he claims allows the seizure of white-owned farmland without compensation.
Controversial Land Seizure Law
"This law will allow the South African government to seize farmland owned by the Afrikaner minority without compensation," Trump stated in an executive order on February 7.
- The law, signed by South African President Cyril Ramaphosa last month, allows land to be expropriated without compensation in certain cases for public interest.
- Land ownership remains a deeply divisive issue in South Africa, as a large portion of farmland is still owned by white farmers nearly 30 years after the end of apartheid.
- Ramaphosa’s government insists the law aims to correct racial inequalities in land ownership.
Tensions Over Foreign Policy
Trump’s order also highlights growing tensions between the U.S. and South Africa over foreign policy issues, particularly South Africa’s legal action against Israel at the International Court of Justice (ICJ).
- The White House criticized South Africa's ICJ case, which accuses Israel of genocide in Gaza, calling it proof of Pretoria’s anti-U.S. stance.
- In response, U.S. Secretary of State Marco Rubio announced he will not attend the upcoming G20 summit in South Africa, accusing Pretoria of pushing an “anti-American agenda.”
Trump's Support for Afrikaner Refugees
In his executive order, Trump also pledged to support and relocate Afrikaner refugees fleeing what he calls “state-sponsored racial discrimination” in South Africa.
- Afrikaners are descendants of Dutch and French settlers who arrived in South Africa in the 1650s.
- The latest U.S. government data shows nearly $440 million was allocated in aid to South Africa in 2023.
South Africa’s Response
The South African government has not yet responded to Trump’s decision to freeze aid. However, President Ramaphosa has publicly defended the land reform law, stating that no land has been seized under the new policy.
In a national address on February 6, Ramaphosa rejected foreign pressure, declaring:
"South Africa is resilient and will not be bullied. We will stand united to protect our national interests, sovereignty, and democratic constitution."
Elon Musk’s Influence
Elon Musk, a South African-born billionaire and Trump ally, has also criticized the law, calling it “racially discriminatory land ownership policies.”
- Musk’s satellite internet company Starlink has been denied a license in South Africa due to local regulations requiring foreign firms to give 30% ownership to historically disadvantaged groups.
Impact on AIDS/HIV Programs
South Africa has one of the highest HIV/AIDS rates in the world, with 5.5 million people currently receiving antiretroviral (ARV) treatment.
- 17% of AIDS/HIV programs in South Africa rely on U.S. international aid.
- It remains unclear if Trump’s decision will impact these programs.
What’s Next?
Trump’s freeze on aid marks a major shift in U.S.-South Africa relations, raising concerns about economic and humanitarian consequences.
