U.S. President Donald Trump welcomed Ukrainian President Volodymyr Zelensky to the White House on February 28, where the two leaders are set to hold bilateral talks and sign the highly anticipated U.S.-Ukraine mineral agreement.
During their meeting, Trump stated that a ceasefire in Ukraine is "relatively close" and described the upcoming mineral deal as "very fair".
"We will take rare earth materials and use them for everything we need—AI, military weapons, and more," Trump said.
Zelensky Pushes for U.S. Support
In response, Zelensky expressed hope that the deal would be a step forward for Ukraine, while urging Trump "not to compromise" with Russian President Vladimir Putin.
"I believe President Trump stands with us," Zelensky stated.
Before heading to the White House, Zelensky met with bipartisan U.S. senators Lindsey Graham, Chris Coons, and Amy Klobuchar at Capitol Hill.
"A productive bipartisan meeting before President Zelensky's White House visit. We support Ukraine," Klobuchar wrote on social media, posting a photo with Zelensky and the senators.
Historic Visit and Strengthening U.S.-Ukraine Ties
The last time Trump and Zelensky met was in December 2024 in Paris, when both attended the reopening ceremony of Notre Dame Cathedral. This marks Zelensky's fifth visit to the White House.
According to flight tracking data from Interfax-Ukraine and FlightAware, Zelensky’s aircraft landed at Joint Base Andrews in Maryland on February 27.
Ahead of their meeting, Trump expressed optimism, saying the talks with Zelensky would be "productive and positive." He also called the upcoming mineral agreement a "great deal" for Ukraine.
Details of the U.S.-Ukraine Mineral Agreement
On February 26, Ukrainian Prime Minister Denys Shmyhal confirmed that Kyiv and Washington had finalized the draft agreement, while Zelensky called it a "preliminary but potentially major success."
The agreement, formally titled "The Agreement on Rules and Conditions of the Ukraine Reconstruction Investment Fund," includes:
-
Ukraine contributing 50% of revenue from mineral extraction licenses and related infrastructure to the jointly managed fund.
-
U.S. and Ukrainian joint contributions being invested in Ukraine’s reconstruction, economy, and security.
-
Direct links to Ukraine’s security guarantees, with Zelensky's administration refusing to approve the deal unless security assurances are included.
U.S. Role in the Russia-Ukraine Conflict
The White House meeting comes as the Russia-Ukraine war enters its fourth year, with the U.S. playing an active role in conflict resolution.
Trump has repeatedly criticized U.S. aid to Ukraine, questioning the billions of dollars sent to Kyiv. On February 18, Trump controversially stated that Ukraine "started the war," contradicting the long-standing Western position that Moscow was the aggressor.
