
Trump Witnesses Historic Peace Deal Between Rwanda and Congo
President Donald Trump oversaw the signing of a landmark peace agreement between Rwanda and the Democratic Republic of Congo (DRC) at the White House on June 27, marking the end of a conflict that has plagued Central Africa for more than three decades.
Rwandan Foreign Minister Olivier Nduhungirehe and his Congolese counterpart, Therese Kayikwamba Wagner, signed the deal in the Oval Office in the presence of President Trump, Vice President JD Vance, and Secretary of State Marco Rubio. The agreement was brokered through joint mediation efforts by the United States and Qatar.
"This conflict has claimed thousands of lives and displaced countless families. Today, the violence ends, and the region begins a new chapter of hope and opportunity," President Trump said.
Under the terms of the deal, both nations pledged to immediately and unconditionally halt all state-sponsored support for non-state armed groups operating in eastern Congo. The agreement also outlines plans for disarmament, demobilization, and reintegration of militants, alongside mutual respect for territorial integrity and the creation of a joint security coordination mechanism.
Rwanda has agreed to withdraw all its military personnel from Congolese territory within 90 days, under a joint verification and monitoring framework.
President Trump called the conflict "one of the world’s worst wars," describing how fighting between the two sides "went on for years—often with machetes." He added that the peace deal not only ends the bloodshed but also opens new economic opportunities, including U.S. access to Congo’s rich mineral resources.
Massad Boulos, senior adviser to the U.S. State Department on African affairs and a key White House Middle East policy adviser, praised the agreement as a breakthrough. "This brings an end to 30 years of conflict and sets both nations on a path toward peace and prosperity," Boulos said. "We would not have reached this point without President Trump’s leadership and vision."
He emphasized that the peace deal is a win for all parties involved, but warned that any violations will trigger serious financial and diplomatic penalties.
Secretary of State Marco Rubio and senior White House officials played a pivotal role in brokering the deal, which also includes parallel economic agreements. These arrangements aim to facilitate billions of dollars in U.S. investment into strategic mineral supply chains—such as cobalt, tantalum, copper, and lithium.
Rwanda’s foreign minister hailed the deal as a "historic milestone," while Congo’s top diplomat urged all parties to fully honor their commitments, particularly on troop withdrawals and civilian protection.
President Trump has extended formal invitations to Rwandan President Paul Kagame and DRC President Felix Tshisekedi for an upcoming summit in Washington, where the two leaders are expected to sign the final "Washington Accord" on long-term cooperation.
