U.S. Withdraws from U.N. Human Rights Council

President Donald Trump has officially withdrawn the United States from the U.N. Human Rights Council (UNHRC) and the U.N. agency for Palestinian aid (UNRWA) while reassessing U.S. funding for other international organizations.

Executive Order Targets U.N. Bodies

A February 4 executive order signed by Trump outlines the U.S. withdrawal from:

  • UNHRC (United Nations Human Rights Council)
  • UNRWA (U.N. Relief and Works Agency for Palestine Refugees)
  • A review of U.S. involvement in UNESCO (U.N. Educational, Scientific and Cultural Organization)

White House Press Secretary Will Scharf stated the move was in response to "anti-American bias" at U.N. bodies.

End of U.S. Participation in UNHRC

  • The 47-member UNHRC is elected by the U.N. General Assembly for three-year terms. The U.S. term ended on December 31, 2024 and Washington currently holds observer status.
  • Under the new order, the U.S. will no longer engage in reviewing human rights records or investigating rights violations through the council.

President Trump has criticized the U.N.’s inefficiencies, saying:

"The U.N. has great potential, but it is not being run properly. Everyone funds them, but we are paying an unfair amount—like always."

Cutting Support for Palestinian Aid

  • UNRWA provides vital aid to Palestinian refugees.
  • 1.9 million displaced Palestinians in Gaza depend on UNRWA assistance for survival.
  • Trump supports Israel’s push to dismantle UNRWA, echoing Tel Aviv’s accusations that the agency has ties to extremism.

The Biden administration already froze U.S. funding for UNRWA in January 2024 after Israel alleged that 12 UNRWA staff members were involved in Hamas’s October 7, 2023 attack.

However, investigations found no direct evidence supporting Israel’s claims. Many other nations resumed funding to UNRWA after pausing aid.

Trump’s Wider U.N. Withdrawals

  • Paris Climate Agreement – Trump pulled the U.S. out at the start of his second term.
  • World Health Organization (WHO) – Trump began the withdrawal process, arguing the WHO was mismanaged and biased.
