Ukraine has announced that it is in the final stage of negotiations with the United States over a deal granting Washington access to its mineral resources in exchange for continued support for Kyiv.
"Ukraine and the U.S. are in the final phase of negotiations on the mineral agreement. The discussions have been constructive, with most key details nearly finalized," Ukrainian Deputy Prime Minister Olga Stefanishyna posted on X on February 24.
She emphasized Ukraine’s commitment to quickly finalizing the deal, hoping that President Volodymyr Zelensky and U.S. President Donald Trump will sign the agreement in Washington to demonstrate a long-term commitment between the two nations.
Zelensky has previously expressed his desire for concrete security guarantees from the U.S. in exchange for granting Washington access to Ukraine’s strategic mineral resources. Meanwhile, Trump has insisted that Ukraine must allow the U.S. access to critical minerals as compensation for the billions in aid received under former President Joe Biden.
Contentious Terms and U.S. Demands
U.S. Commerce Secretary Howard Lutnick has proposed that Ukraine repay $500 billion to the U.S. through revenue generated from its natural resources and strategic infrastructure.
Zelensky sharply criticized the proposal on February 23, arguing that it would burden Ukrainians with debt for the next 250 years.
It remains unclear whether the current mineral deal under negotiation differs from Lutnick’s proposal.
Strained U.S.-Ukraine Relations Under Trump
Relations between Kyiv and Washington have become increasingly tense since Trump took office. The U.S. president reached out to Russian leadership before speaking with Ukrainian officials, allowed a Washington-Moscow delegation to hold private negotiations, and has openly called Zelensky a "dictator."
