Zelensky: Ukraine Won’t Resume Low-Level Peace Talks With Russia

Ukrainian President Volodymyr Zelensky says Kyiv will not return to low-level negotiations with Moscow, calling Russia’s latest peace proposal a "ultimatum" rather than a genuine offer.

“That wasn’t a memorandum — a real one must be signed by both parties, not just contain demands from one side. In essence, this was an ultimatum from the Russian side,” Zelensky told reporters in Kyiv, referring to the 12-point peace proposal handed over by Moscow.

The statement comes after a direct meeting between Russian and Ukrainian delegations in Istanbul, where Russia presented a document outlining conditions for a full ceasefire. According to Russian media, the proposal demands that Ukraine remain neutral, recognize Russia’s sovereignty over Crimea and the four annexed regions, and support the lifting of international sanctions against Moscow.

Zelensky dismissed the talks, saying there was no reason to continue discussions with the current Russian delegation, which he described as lacking seniority. Instead, he called for direct talks with Russian President Vladimir Putin.

“We're open to dialogue, but continuing these lower-level diplomatic meetings achieves nothing. Frankly, it's pointless,” Zelensky said, adding that he’s ready to meet with both Putin and former U.S. President Donald Trump “any day.”

He also expressed hope that a ceasefire proposal involving Turkish President Recep Tayyip Erdogan could be tabled ahead of any future high-level summit.

The White House previously confirmed that Trump would be willing to meet with both Russian and Ukrainian leaders in Turkey, following the stalled negotiations and a deepening stalemate on the battlefield.

On the issue of prisoner exchanges, Zelensky said both sides are preparing for a swap involving roughly 500 individuals on each side, expected to take place later this week.

However, after a phone call with Trump, Russian President Vladimir Putin ruled out any face-to-face meeting with Zelensky. He also accused Ukraine of trying to derail the recent Istanbul talks, but said Russia would not fall for any “provocation traps,” and insisted that the delegation-level meeting was still “productive.”
